Como was subdivided as river blocks from 1914, sold for the view rather than laid out on a grid, and the lots still follow the land. On Hawkesbury sandstone that leaves a lot of properties sitting below the road they front. Sutherland Shire requires stormwater to reach a recognised drain by gravity, and where that cannot be done the water has to cross somebody else's land under a registered easement. NSW Licence 368473C. Look it up on the Fair Trading register yourself, it takes a minute. Unlicensed plumbing is against the law in NSW and it will void a home insurance claim, so ask anybody for their number. Ours sits on every quote we issue.
Soft water is the reason. Scale is what finishes tanks in hard-water regions, and Sydney is not one. Here it is nearly always the sacrificial anode having been used up, or an element letting go, and both of those are frequently repairable.
By gravity to a recognised drain, which is the method Sutherland Shire requires. If your land falls toward the road that is straightforward and you will never think about it. If it falls away, the water has to reach a drain that sits below you, and below you is somebody else's property. Getting it there needs a legally created drainage easement over that downstream land. Pumping it back up to the street is not an alternative, because pump-out and charged stormwater systems are prohibited here outside basement car parks.
Como is not a heritage suburb in the terrace-and-conservation-area sense. What shapes the housing is the 1914 river-block subdivision: lots laid out to suit the topography and the outlook, so levels step, boundaries are irregular and the drainage on any given property was worked out for that block rather than to a standard pattern.
Sometimes, but it is not the easy option people expect. Infiltration systems are accepted only in limited cases and must be formally approved by Council, and steep ground is exactly where they perform worst: the runoff is fast and it erodes. So it is worth asking the question properly rather than assuming a pit solves it, and worth asking early, because without a workable drainage answer a Complying Development Certificate is not possible.
